Admission Notification for Ph.D. Programmes of NSOU for academic year 2022-2023

On-line applications are invited for admission to the Ph.D. Programmes under Regular Mode as per vide F.No. 2-1/2017 (DEB-III/DEB-IV) on 19.05.2017, UGC (Minimum Standards and Procedure for Award of Ph.D. Degrees) Regulations, 2022 and NSOU, Ph.D. Regulation, 2023.

 




3. ELIGIBILITY:

A 1-year/2-semester master's degree programme after a 4-year/8-semester bachelor’s degree programme or a 2- year/4-semester master’s degree programme after a 3-year bachelor’s degree programme or equivalent with at least 55% marks in aggregate or its equivalent grade in a point scale. Provided candidate seeking admission after a 4-year/8-semester bachelor’s degree programme should have a minimum of 75% marks in aggregate or its equivalent grade on a point scale wherever the grading system is followed

Or

Candidates who have completed the M.Phil. programme with at least 55% marks in aggregate or its equivalent grade in a point scale.

 

4. RELAXATION OF MARKS:

A relaxation of 5% of marks, from 55% to 50%, from 75% to 70% or an equivalent relaxation of grade may be allowed for those candidates belonging to SC/ST/OBC (non-creamy layer)/Differently-Abled, Economically Weaker Section (EWS) candidates following the rules of Govt. of West Bengal.

The eligibility marks and the relaxation of 5% to the categories mentioned above are permissible based only on the qualifying marks without including the grace mark procedures.

 

5. SELECTION PROCEDURE:

The admission will be based on the criteria as detailed in “Eligibility” section, however, on completion of online application candidates from following two categories may be selected through Netaji Subhas Open University - Research Eligibility Test (NSOU-RET). NSOU-RET will be conducted by the University, a weightage of 70 % for the written entrance test (Part – I) and 30 % for the performance in the interview/viva- voce (Part – II) will be given.

5.A. Selection Procedure for students who has qualified for fellowship/scholarship in UGC-NET or has a valid score in UGC- CSIR NET/GATE/CEED:

The candidate who has qualified for fellowship/scholarship in UGC-NET or has a valid score in UGC- CSIR NET/GATE/CEED along with minimum eligibility criteria as detailed in the “Eligibility” section of this notification shall be entitled to get exemption from written entrance test (Part-I) of NSOU-RET and may be called directly for interview/vivavoce (Part-II) of NSOU-RET after physical verification of candidature by the University on successful submission of online application form and payment of requisite fee. List of Candidates for physical verification of documents and guidelines will be published on 11.02.2023. Enlisted candidates have to present in their stipulated date and time (either on 16.02.2023 or 17.02.2023), physically at NSOU, HQ (DD-26, Sector-I, Salt Lake City, Kolkata-700064).

After verification of candidature candidates may be intimated by the University to appear for interview/viva- voce (PartII) of NSOU-RET. If candidates found ineligible to get exemption from written entrance test (Part-I) of NSOU-RET during verification of candidature, candidate have to appear before the written entrance test (Part-I) of NSOU-RET

5.B. Selection Procedure for students who has only the minimum eligibility criteria as detailed in the “Eligibility” section:

The candidate who has only the minimum eligibility criteria as detailed in the “Eligibility” section of this notification, have to appear for written entrance test (Part-I) of NSOU-RET and after qualifying in the written entrance test (Part-I) of NSOU-RET, candidate may be called for interview/viva- voce (Part-II) of NSOU-RET.

University will circulate related notification in this regard after completion of online application form submission process.

 

6. NETAJI SUBHAS OPEN UNIVERSITY - RESEARCH ELIGIBILITY TEST (NSOU-RET):

NSOU-RET will be conducted by the University following the guideline as mentioned below and keeping conformity with the respective rules and regulation of the University:

Ø A weightage of 70 % for the written entrance test (Part – I) and 30 % for the performance in the interview/vivavoce (Part – II) will be given.

Ø NSOU-RET syllabus will be consisting of 50% of research methodology, and 50% will be subject specific.

Ø Applicants who have secured 50 % [or exempted from written entrance test (Part – I)] marks in the written entrance test (Part – I) are eligible to be called for the interview/viva- voce (Part – II).

Ø A relaxation of 5 % marks will be allowed in the NSOU-RET for the candidates belonging to SC/ST/OBC/differentlyabled category, Economically Weaker Section (EWS) following the rules of Govt. of West Bengal.

Ø University may decide the number of eligible students to be called for an interview/viva- voce (Part – II) based on the number of Ph.D. seats available. Decision of the University will be final in this regard.

 

6.A. NSOU-RET: Written Entrance Test (Part – I):

Written entrance test (Part – I) 70% part of NSOU-RET may be held for 50 marks (Group A-50% will be subject specific and Group B- 50% will be research methodology) with duration of 2(two) hours. Allotment of seats for written entrance test (Part – I) will be done as per order of preference for Examination Centre as received from the applicants during online application submission process and availability of the same. Detailed notification in this regard will be published in the admission website and or official website of the University.

6.B. NSOU-RET: Interview/Viva- Voce (Part-II):

All the candidates who has qualified in the Written entrance test (Part – I) and the candidates who are exempted from the Written entrance test (Part – I) will have to appear for the Interview /Viva-Voce (Part-II) 30% part of NSOU-RET. The Interview /Viva-Voce (Part-II) 30% part of NSOU-RET will be followed by a presentation shall be considered by University on the following aspects viz.

Ø the candidate possesses the competence for the proposed research;

Ø the research work can be suitably undertaken at the University under its various Departments.

Ø the proposed area of research can contribute to new/additional knowledge;

List of successful candidates may be published in the admission website and or official website of the University.

 

7. FEES:

9. GUIDELINES:

Ø BEFORE APPLYING FOR THE ABOVE MENTIONED PROGRAMMES, APPLICANTS ARE ADVISED TO GO THROUGH THE NSOU, Ph.D. Regulation, 2023, ADMISSION NOTIFICATION, ALL RELATED INFORMATION AS PROVIDED IN THE ADMISSION WEBSITE AND IN OFFICIAL WEBSITE OF THE UNIVERSITY.

Ø ALL INFORMATION REGARDING THE ADMISSION PROCESS WILL BE AVAILABLE ONLY ON THE NSOU OFFICIAL WEBSITE WHICH IS WWW.WBNSOU.AC.IN AND ON ADMISSION WEBSITE PHD.WBNSOUADMISSIONS.COM. APPLICANTS SHOULD CHECK THE ABOVE MENTIONED WEBSITES REGULARLY FOR UPDATED INFORMATION.

Ø BEFORE ONLINE SUBMISSION OF APPLICATION FORM CANDIDATES ARE ADVISED TO ENSURE THEIR ELIGIBILITY WITH THEIR TESTIMONIALS

Ø REFUND OF ADMISSION FEES WILL BE DONE AS PER UNIVERSITY RULES AND REGULATION IN ACCORDANCE WITH UGC REFUND POLICY.

Ø ALL IN-SERVICE APPLICANTS, NEED TO ATTACH “NO OBJECTION CERTIFICATE” FROM THE EMPLOYER AT THE TIME OF SUBMISSION OF APPLICATION.

Ø AS PER CIRCULAR NOS. BC-16014/1/82-SC dt.06/08/1984 & BCD-1, D.O.12017/11/89-SCD(R.CELL) dt.09/01/1990; letter No.1510-SCW dt.31/05/2007 and no. 325-PAR(AR)/3P-1/2019 dated 09.07.2019 OF THE GOVERNMENT OF WEST BENGAL, THE SCHEDULED CASTES/ THE SCHEDULED TRIBES/ ECONOMICALLY WEAKER SECTIONS (EWSS) OF THE STATES OTHER THAN WEST BENGAL ARE NOT ENTITLED TO GET THE BENEFIT OF RESERVED QUOTA IN EDUCATIONAL INSTITUTIONS IN WEST BENGAL UNLESS THEY CAN PRODUCE DOMICILE CERTIFICATE AS A PROOF FOR RESIDING IN WEST BENGAL FOR AT LEAST 10 YEARS ISSUED BY THE COMPETENT AUTHORITY.

Ø A CANDIDATE APPLYING FOR SEAT RESERVED FOR THE OBC-A / OBC-B/ EWS CATEGORY (WHEREVER APPLICABLE) MUST PRODUCE A VALID OBC/EWS CERTIFICATE ISSUED BY THE COMPETENT AUTHORITY THAT CLEARLY INDICATES (i) THE CATEGORY (A OR B) HE/SHE BELONGS TO: (ii) THAT HE/SHE DOES NOT BELONG TO CREAMY LAYER OF THE SOCIETY. WITHOUT SUBMISSION OF SUCH AN APPROPRIATE CERTIFICATE, THE APPLICANT SHALL NOT BE CONSIDERED FOR SEATS RESERVED FOR OBC-A / OBC-B/ EWS CATEGORY.

Ø IN THE EVENT OF ANY INFORMATION BEING FOUND INCORRECT/ FALSE/ MISLEADING/ FORGED CONTRARY TO HIS/HER ELIGIBILITY AT ANY STAGE OF ADMISSION OR AFTER ADMISSION OR EVEN AFTER CONFERMENT OF DEGREE THE ADMISSION AS WELL AS THE DEGREE WILL BE CANCELLED BY THE UNIVERSITY AND APPLICANTS/ STUDENT SHALL NOT BE ENTITLED TO GET REFUND OF ANY FEE PAID TO THE UNIVERSITY.

 

10. ADMISSION OF FOREIGN CANDIDATE:

Foreign applicant (applicants holding passports of countries other than India, including people of Indian origin who have acquired the nationality of a foreign country, are considered foreign or international applicants) should have equivalent eligibility (eligibility criteria as detailed in the “Eligibility” section) grade in a point scale wherever grading system is followed or equivalent qualification from a foreign educational institution accredited by an assessment and accreditation agency which is approved, recognized or authorized by an authority, established or incorporated under a law in its home country or any other statutory authority in that country to assess, accredit or assure quality and standards of educational institutions, shall be eligible for admission to the Ph.D. Programmes under Regular Mode as per vide F.No. 2-1/2017 (DEB-III/DEB-IV) on 19.05.2017, UGC (Minimum Standards and Procedure for Award of Ph.D. Degrees) Regulations, 2022 and NSOU, Ph.D. Regulation, 2023.

Foreign applicant should have valid foreign Passport and Permission of Ministry of External Affairs, Govt. of India.

 

10.A. APPLICATION SUBMISSION:

Scanned copy of all relevant testimonials along with duly filled out application form (available in admission website), a Statement of Purpose and/or Research Proposal (within 3000 words) must be forwarded only through email (phd@wbnsou.ac.in) within 10.02.2023 (04.00 PM)

10.B. SELECTION PROCEDURE:

After basic screening of application (received through email), candidate may be called for interview (online) on the basis of (a) Statement of Purpose and/or Research Proposal (within 3000 words) and (b) letters of recommendations as received from the referees, applicant may be called for the interview which may be conducted by the Departmental Research Committee (DRC) concerned.

After which, and satisfactory performance in the interview conducted by the Departmental Research Committee (DRC) of Netaji Subhas Open University candidate may be provisionally selected to get admission in the Ph.D. programme.

10.C. DOCUMENT TO BE PRODUCED:

Foreign Candidates have to produce the following documents in original (along with all documents related to educational qualification) at the time of admission (after selection procedure as mentioned in 10.B) failing which the admission may be cancelled:

a.     Permission of Ministry of External Affairs, Govt. of India

b.    Valid foreign passport

c.     Financial undertaking

d.    Migration/Transfer Certificate

e.    Valid Student Visa mentioning the programme name (e.g. Ph.D. in Bengali) and name of “Netaji Subhas Open University”

f.      Attestation of all educational documents by Indian High Commission

g.    NOC from employer (if applicable)

h.    any other document(s), if any required, by the authority at the time of admission

Admission is provisional subject to determination of eligibility by the concerned Research Advisory Committee of this University. If any discrepancy is revealed later, responsibility will rest on the applicant and his/her application will be cancelled and no claim for refund of fees will be entertained.
